Shoukld be the fuse for parking/tail, and dash lights
hairdryer
I just had a similar problem on my 2003 jetta. They replaced the bulbs and it turns out to be a faulty break light switch as well. Make sure to get it checked ASAP otherwise your shifter could get stuck in park.
You can get condensation in your tail lights from a small leak that lets moisture inside the plastic cover. Moisture can get inside the plastic cover if it is not sealed tight or if there is a small crack.
There are lots of aftermarket headlights and tail lights. You can just buy standard units that you pop you actual lamps back into, or you can buy an LED tail light. Most sites that sell these have a look up system that allows you to choose the Make (Volkswaggon) Model (jetta) and Year (2000). Make sure that the lights are DOT approved if you are in the US. The fuse box is located by your knees in the drivers seat, open the panel and it will have the specif fuse listed by number on the panel flap.
Parking and dash lights also on this circuit - do they work? Check fuses Could also be a bad headlight switch

are you sure it is the brake lights and not the tail lights. if it is the brake lights you most likely have a short some where. go to a auto eletrican It is the brake lights which turn on. Short in the switch or the wiring?
inside your trunk behind the rear lights there are two plastic circles that pop out to access the tail lights, once these are out you should be able the push the light out .
I replaced the tail lights on my friends 2001 jetta a few months ago. You do NOT remove the headlights or tail lights. The bulbs are replaced from the inside of the trunk or beneath the hood for the head lights. I don't have much time to get into details but just take a good look and you'll realize what you have to do. Real simple procedure! Good luck.
