SOUNDS LIKE THE SEAL HAS BEEN BROKEN. REMOVE THE TAILLIGHT. UNPLUG THE BULBS AND FILL IT UP WITH WATER TO FIND THE LEAK. ONCE YOU'VE LOCATED IT POUR OUT THE WATER AND DRY OUT THE REMAINING WATER WITH A HAIRDRYER. RUN A SMALL BEAD OF CLEAR SILICONE CAULK AROUND THE AREA WHERE THE WATER WAS LEAKING FROM. LET DRY AND REINSTALL. IF IT DIDN'T LEAK WHEN IT WAS FULL OF WATER THE PROBLEM IS PROBABLY THE GASKET AROUND THE BULB PLUG IN.
