The engine speed limiter is part of the computer programming and is not removable. You would have to replace/ reprogram the computer.
call the parts store or get rid your neon.
1. Remove blades from Neon. 2. Replace old vehicle with replacement Neon. 3. Attach previously removed blades to new vehicle. Note: A replacement 99 neon should run you about $3.99. You might be able to get one for free as some folks just can't seem to get rid of them. New blades would cost between $12.00 and $20.00.

Any dodge car from about 1995 to 2001....stratus, neon, avenger, intrepid, etc is very unreliable and extremely expensive to fix. If you can get rid of it for something else I defiantly would, and research repair problems associated with the next vehicle you purchase.
I own a 2003 dodge grand caravan. the check engine light has come on twice. The first time is was a bad fuel hose in the engine which was very expensive to fix. the second time it was the air conditioning compressor that had blown up this too was a very expensive repair, I have since gotten rid of the van 2003 dodge vans have several recalls and problems. Oh I almost forgot, the transmission went out at only 30,000 miles, even with my warranty I had to pay 1500 dollars. My advice is buy a ford or chevy.

There are various third party retailers that can connect or delivery the items personally. However the best way may be to contact a local facility that produces or deals with the matters of neon signs. A business may have additional neon open signs they are willing to get rid of.
