first check the 4wd transfer unit, it is located on the front axle on the drivers side. There should be two vacuum hoses one for 4wd the other for 2wd. There should be a vacuum on one but not the other, press the 4wd switch to see that they both work. If they are both working then you have to work on the transfer unit, here a hand operated vacuum pump ( some refer to it as a brake bleeder ) it might create enough of a vacuum to free the stuck transfer unit. I had to remove the unit and free the unit by hand ( hint I did have to use a screw driver to help pry mine loose ) once free operate it by hand several times to make sure it is loose, then replace it. After this I also found an air leak in the vacuum lines, I bypassed the vacuum line from the solidnoid to the transfer unit to find this problem.
