If it's like my 1995 Ford Explorer , the tilt lever unscrews
Slide the large rubber portion of the tilt lever toward the driver seat,not outward toward the door. Then you will be able to remove the lower column cover. This worked on a 03 Dodge Ram.
There is a lever on lower left of steering wheel.if you push this down you will be able to adjust the steering wheel up or down. Ok
underneth the column is a lever, pull down on it to raise or lower steering wheel. But do not forget to push lever back up, when adjustment is made to lock it in place. Good-Day!
I have a 1998. I have never used the lower lights. Recently asked at the dealership how to turn them on. Lever on left of steering column where I turn on the headlights? The end of that lever pulls out, turning the lower lights on.

Things You'll Need: Socket wrench Phillips Screwdriver Steering wheel puller Torx screwdriver Instructions 1. Turn the engine of the Jimmy off and open the vehicle's hood. Using a socket wrench, remove the ground terminal from the Jimmy's battery. 2. Remove the two screws from behind the steering wheel. Pull off the steering wheel cover and disconnect the wiring harness from the cover. Remove the cover from the steering wheel. 3. Remove the horn wiring harness by disconnect its tab and pulling it off the steering wheel. 4. Remove the steering wheel bolt. Use the wheel puller tool to remove the steering wheel. 5. Remove the four screws from the lower dash panel under the steering wheel and pry it off the vehicle. 6. Remove the two Torx screws from the lower steering column over and remove the lower cover form the vehicle. 7. Pry off the upper column with a slotted screwdriver. Remove the metal plate underneath the steering column by removing its four screws. 8. Remove the red and black screws securing the wiper switch to the steering column. Unplug the cruise control electrical connection to the left of the wiper switch. 9. Remove the wiper switch screws with a Phillips screwdriver and disconnect its electrical connection. At this point, you can pull out the lever and install a new lever. Reassembly is the reverse of the wiper switch removal procedure.
It is between the steering column and the hood release lever just under the edge of the lower dash trim. It is a black connector.
The Monte uses a single flasher unit that integrates turn signal and flasher functions. It is mounted in a junction block that is attached to the firewall just to the left of the steering column under the instrument panel. To get at it you have to remove the the sound insulation panel that is attached to the lower steering cover and then the lower steering cover as well.
Removal and Installation Remove the instrument cluster finish panel. Remove the lower steering column cover. Remove the lower steering column cover retaining bolts. Position the parking brake release aside and remove the lower steering column cover. Remove the retaining bolts and remove the lower steering column reinforcement. Position the transmission range indicator cable out of the way. Disconnect the cable.Remove the retaining screw and position the cable aside. Remove the instrument cluster screws and position the instrument cluster aside. Disconnect the electrical connecters and remove the instrument cluster. To install, reverse the removal procedure.

Drill heads off each bolt and remove the bracket. # Remove the steering lock assembly from the steering column
