The water pump on that neon is located in the distribution belt with between the camshaft and crankshaft pulley, you have to change also the belt, the problem with that is that it is really difficult to remove the crankshaft pulley, you need a very special extractor for that. Removing the water pump is really easy.

If it is a FWD engine then it is on the front below the water pump on the left behind the pulley
Two bolts hold the tensioner on, remove them, install belt over camshaft pulley and around the water pump. replace tensioner, you'll probably have to have someone pull forward to allign the front bolt as it has tension on it now.

You will need some basic tools a 10mm socket ratchet with and extension , a 13mm socket. first remove the camshaft cover there should be 1 bolt on top and 2 nuts on the side of it all three are 10mm. now you have access to the water pump tension pulley then use your 13mm socket and put on the bolt which holds the pulley in place and turn it like you are gonna tighten it. and the hold tensioner is gonna move forward and take tension off the belt now you can remove the belt off the camshaft pulley and push it downward and off the water pump to install reverse the order.
