A spring on a caliper is the first I've heard of. There are springs for the drums but not for the calipers.
If you mean getting the piston back into the caliper so you can put the new shoes on you'll need a C-Clamp to do so and you'll have to take the cap off the brake fluid reservoir to let the fluid escape or you'll get nowhere trying to push the piston all the way back in to get the caliper to sit on the new pads.

I had a similar problem on a Contour recently - I referenced the photos in the Autozone.com Repair Guide to figure out the spring orientation to the bracket
Another reference could be the other side brake setup - that is IF you do not disassemble BOTH sides at the same time. I never do that just for this purpose.
In this case, the instructions said to remove the emergency brake cable from the rear caliper - and after 30 minutes of trying to get leverage against the end of the heavily spring-loaded cable end, I gave up and all worked out just fine with leaving the cable attached. But of course, I wasn't changing the caliper, just pads and rotor.

Remove the brake caliper then tap the rotor on the inside and it will come off.

On a 1999 Mercury Sable : In the fuse panel by the brake pedal : ( # 17 is a 30 amp fuse for the front wiper / washer )
If you mean the exclamation point and the " P " above the word " BRAKE " in the lower right side of the gauge cluster in a 1998 Mercury Sable that means either the parking brake / emergency brake is on , or the brake fluid level in the brake master cylinder in your engine compartment is LOW
