Use engine oil on it, and let it sit for awhile. Mine took a day to loosen up. Its either that or buy new fan blades, pulley, & clutch fan.
ADVANCE AUTO PARTS... has a set of loaner tools that are made for this very thing.
You will have to make a deposit to borry them, but not to worry, when you return
the tools, you will get your deposit back in full. I did this and know for sure that
it works. I replaced the water pump on a 97 Dodge ram.

For a gas engine the pump is in the fuel tank.
Water pump
Its on the front of the engine. The pulley with the fan.
It is inside the tank, part of the fuel pump assembly.
Drain the anti-freeze from the 1997 Dodge Ram 1500 cooling system. Remove the water return hose from the water pump. Remove the water pump retaining bolts. Reverse the process to install the new water pump.

The water pump is inside the passenger side of the engine, driven by the timing belt.
the water pump runs off the timing belt....you have to remove the timing belt cover to access the water pump

The 1999 to 2001 Dodge ram 1500 pickup truck water pump bolt pattern consists of two bolts on each side of the water pump. A picture of the bolt pattern can be obtained from most auto-parts stores.
