I have a 97 Lesabre and you have to remove 3 hex nuts behind the light in the trunk. Hope it helps. Len Inside the trunk there are round clips holding the trunk liner on. Remove those round clips and under the liner you will see black things that unscrew, unscrew all of theme on the side that you need to replace. After you unscrew them on that side the outside lends will come out and you will see where the bulbs are. Then after you replace the bulb just replace the black things and the round clips and your done.
Blown bulb.
There is a long bolt on top of the headlight/blinker assembly. Remove this bolt and slide the entire headlight/blinker assembly out just enough that you can see the bulb socket. Twist the socket and it will pop right out.
Find the light, its in a yellow casing. Pull out the light by twisting, and pulling. Remove bulb from light, and insert new bulb. Then place back in casing, and twist.
It would depend on what model of Buick you are referring to.

The license plate bulb on a 2005 Buick LeSabre is replaced by unscrewing the bulb cover and twisting the bulb. A new bulb can then be installed before putting the cover back in place.
It means the bulb is out or something else is wrong.
your blinker will turn on but not blink if a bulb has gone bad on that side or if your relay or fuse has gone bad
Could be a burnt out bulb or a bad flasher unit.
