Get accepted for enrollment by a Malaysian university. They do the rest of the paperwork for you, and finally when they have finished you visit a Malay Consulate/Embassy to get the stamp and sticker in your passport.
Getting enrolled in a university there is extremely difficult though. If you don't speak either Malay or Chinese fluently you will almost certainly be rejected completely.
