Jack the Neon up and remove the wheel. Keep the vehicle on a stand for safety. Unbolt the caliper and slide it off. Remove the brake pads from the caliper and replace them with new pads. Reinstall the caliper. The caliper is not adjustable, however you can bleed the lines for possible air in the fluid.

Remove wheels Re-install 2 lug nuts to hold rotor in place Loosen both caliper mounting bolts Remove 1 to swing caliper off rotor Retract piston fully into caliper body using a "C" clamp Remove old pads Install new pads Re-install caliper on to rotor PUMP BRAKES TO SET PADS AGAINST ROTOR PRIOR TO MOVING VEHICLE
Remove wheel Remove caliper mounting bolts Slide caliper off rotor Use a "C" clamp to full retract piston into caliper body Replace inner and outer pads Re-install caliper PUMP BRAKE PEDAL TO SET PADS AGAINST ROTOR PRIOR TO MOVING VEHICLE
Your brakes are sticking could be either the brake caliper or the hose going to the caliper
Are the rear disc brakes or rear drum brakes? If they are disc brakes, ther is no adjustment. If they are drum brakes, you adjust them by backing up and hitting the brakes. Do it in an empty parking lot. If they are drum style brakes, simply put the van in reverse, and accelerate backwards about 10 feet, and jam on the brakes.. repeat a few times and the auto-adjusters will tension the shoes against the drum properly accounting for the pads thickness, or lack thereof. If they are disc brakes, you have no capability to adjust them without removing the wheels, the calipers, and "shimming" the pads so they are thicker inside the caliper. If your pads are to thick, then you have the wrong pads, and if they are to thin to shim out, and safely stay inside the caliper, then yours pads are worn and needing replacement.
Remove brake caliper and then caliper mounting frame . Rotor is now free.

from the furthest caliper from the master cylinder. Start with that one and move closer.
dodge brakes are east to change remove wheel remove 2 bolts on rear side of caliper. lift caliper out of the way do not let it hang by brake fluid hose. using a G clamp , bush caliper pistons back into caliper. lay an old brake pad across the pistons to sit the g clamp on the brake pads will be against rotor. remve old pads, install new,pads making sure to use anti rattle clips at top and bottom. reinstall rotor. reinstall bolts.replace wheel pump brakes a couple of times to seat the new pads.

The brakes could be hanging up. caliper, or hose problem.
you need a speical tool a caliper adjuster tool. from auto zone
