If you're smart, you don't. HID headlamps originally, legitimately designed and built as HID headlamps are the only legal ones. So-called "HID kits" to convert halogen headlamps are widely available, but they are (all) illegal and dangerous; halogen headlamps must use halogen bulbs or they don't (can't) give effective, legal safety performance. If you doubt this, Google "Thinking of converting to HID?" and spend a few minutes reading some of the top hits. It's really, actually true despite the claims of those who make money endangering public safety by selling "HID kits".
I have vintage headlights converted to h4 halogen bulbs, my 30 amp fuse blows when i hit high beam, i was told to install a relay, hoe do i do this??
The circuit is simple .... headlamp bulbs to relay to fuses to switch .... ttroubleshoot those items and you'll find the glitch

That is, when the headlights are on they activate the installed relay that activates the switch in the ignition keyswitch. The car thinks the key is still in the ignition and beeps when the door is opened. It is simple, elegant, takes a few minutes to install, and I have not killed a battery once since installing it. Search the Internet for the install instructions. Three wires. The relay coil goes from ground to a signal from the headlight switch. The switch contacts go from same ground to the appropriate wire of the ignition switch. Signals can be found using a schematic if you can't find instructions on the net. The relay is a 12V reed relay from The Shack.
A dead cell in the battery or something is on, such as the headlights. A stuck relay will also cause this. More likely than not, the battery has a dead cell and needs replacing.

Headlights are on a relay. It may have fused shut. The relay maybe in with the fuses. Some have a delay going off which may have failed.
When the headlights don't turn off when you turn off the car, the issue is probably a stuck relay. If you disconnect the battery for a few minutes they will go out. This is just a temporary fix until you can get it to a mechanic.
