Turn the temperature dial on the heater to high. Drain the radiator and recovery tank. Flush the system with clean fresh water, engine running until only clean water appears. Purchase 2 gallons pure not premix of the appropriate coolant. Pour in one gallon of coolant and one gallon of water. Mix the other gallon 50/50 with water and fill the recovery tank, and finish filling the radiator until it is full. You can also use premix and avoid mixing it yourself although you are paying for water. Start the engine with the radiator cap off. Continue filling the radiator until all air is removed and it stays full and heat flows from the heater. Bleed the system per the instructions in your owner's manual to remove any trapped air left in the system. If you don't have an owner's manual look for a bleeder valve somewhere on the highest point of the cooling system. If you see none, park the car headed up a steep hill or jack up the front as high as possible while pouring in the coolant. This will help to remove any trapped air.

I don't know why exactly, but I do know is that by pulling just slightly on the high beam/cruise control/turning signal lever and you press on the breaks, the lights kick in.
