To discover the owner/publisher of a website, you must do something called a Whois Lookup.

WHOIS (pronounced "who is"; not an acronym) is a query/response protocol which is widely used for querying an official database in order to determine the owner of a domain name, an IP address, or an autonomous system number on the internet

You can perform a Whois Lookup on website such as: http://whois.domaintools.com.

To perform the Lookup enter the full address of the website into the text box and click 'Lookup'.

This will then display information about the owner of the website aswell as additional information such as a list of the top 6 countries visiting the website and the location of the website server itself.
