Check for battery voltage between starter relay battery terminal and ground. Connect jumper wire on starter relay between battery and ignition terminals. If engine does not crank, connect a second jumper wire to starter relay between ground terminal and good ground and repeat test. If engine cranks in step 3, transmission linkage is misadjusted or neutral safety switch is defective. If engine does not crank in step 3, starter relay is defective.
The starter relay is located between the battery and the power distribution box in the engine compartment (on the fender wall). On later model vehicles, the starter relay is mounted inside the engine compartment's fuse/relay box. - Haynes Repair Manual #36071, 1993-2005 Ford Ranger Pick-ups.
Based on my owning several Ford pickups over the last 20 some years, Ford F150 starters are located on the right [curbside / passenger side] of the engine, down near the bottom of the block [just above the top edge of the oil pan] and on the rear flange of the engine on which the transmission and/or clutch bell housing attaches.
It is at the lower right of the engine but if you have to ask, I suggest you take it to a mechanic and have it properly diagnoised so you don't spend a lot of unnecessary money.

It depends on the year; older Fords positioned the solenoid on the passenger side fender. Newer Fords combined the solenoid into the starter.
Ford has used a starter relay on the fender close to the battery for many years. A large battery cable ties to it.
Check your fuel filter, this may be dirty.
Check the connections to the solenoid and to the starter.

There is no OBDII connector on 1993 F150. Didn't start until 1996 (97 model).
