there should be a hole on the tensioner bar that fits a 3/8 ratchet. using the ratchet rotate the bar counter-clockwise(on a 2000 mustang) to loosen the belt.

The tension on a 1988 Ford F150 can be loosened by adjusting the belt tensioner. The retaining bolt is loosened, the tensioner shifted slightly, and tightened down.
You need to loosen the belt tensioner. There is a large bolt that needs to be loosened in the center of the tensioner pulley. Then the small vertical bolt is turned in the direction to loosen the belt. After the tensioner is loose replace the belt and retension it.

I will assume that you are replacing the belt here. The tensioner has a large bolt on the front of it, find a socket to fit and pull or push, which ever way seems to loosen it for you, they are automatically adjusting so when reapplying the belt just move it out of the way again and slowly release it back onto the belt.
