I have a 96 Dodge PU and if your talking about the arm rest , mine was up one time and would not come down but I pushed in on the lever on the side of the lid and push in and push down on the armrest at the same tiime and it should go down.

There is a tool in the rear compartment with the jack, most are in a black bag. assemble the tool, and lower the tire by turning the nut located on the floor between the front seats. There is a cover over the nut to help keep it out of view. Lower it far enough to pull out the side of the van and unhook.
Cut it out and weld in new steel.
