if your'e lucky get under the car and reach up between the fan shroud and the motor, feel around for the latch and where the cable attaches to the latch, grab the cable with pliers and pull away from the latch if the space is too small the only other way i know of involves damaging your grill best of luck with this one =o)

crawl under the car and see if you can see the hood latch and cable grab the cable give it a good YANK to the right it may take a few tries but it has worked for me before, hope it works for you.
The hood release cable snakes into the cabin of the car through the firewall. To replace the cable remove the old wire. Zip tie the new cable to the old one and pull it out. This will easily snake the new cable into place. Install the new cable on the release and lever.
There is not speedometer cable on a 1996 Honda Civic. There is a throttle cable. Top replace this unhook it from the throttle body and gas pedal. Hook on the new cable to snake it through the firewall. Properly hook the throttle cable to the gas pedal and throttle body.
Where the cable hooks on to the transmission there should be a little screw what adjusts the cable.
The latch is broken or out of adjustment.
