I also had the same problem only once on my 2000 Sport...Had to take to body shop who charged me $40 to free it. They told me they just kept pushing no the center of the hood and trying to spray in WD 40 anywhere they could....Best thing to do...keep all hood latches lubed! once a month at least....
They do seem to bind up over time! At the latch handle, under the dash on the driver's side, see if it can be moved far enough to get tools in. Hesitate to suggest vise-grips, because you may well break the plastic handle. The right-angle end of a small pry-bar is about right, if it is notched deeply enough.
After you get it open, you might see if you can spray lubricant into the cable, as well as lubricate the moving parts of the latch, underhood.
pull the hood release? located on the drivers kickpanel otherwise get a flash light and look from under the truck and pull the metal rod attached to the hood with a hanger or sumthing to that line
TRY THIS BEFORE YOU SPEND ANY $$$$$.. PULL UP ON THE HATCH HANDLE AND PUSH IN ON THE HATCH WHILE PULLING THE HANDLE.. WE HAVE ONE THAT DOES IT AND TALKED TO MANY WHO HAVE THE SAME PROBLEM..IT LET SOME OF THE PRESSURE OFF THAT HAS BILT UP ON THE IN SIDE OF THE Jeep..GOOD LUCK...

If the cable itself is still there get a pair of Vise Grip pliers and you should be able to pull it. If the cable is broken up inside the housing then you will need to remove the grill insert. I have a 92 Corsica and there were 4 screws that held this item in place. Reach up and move the lever that the small cable is attached and the hood should pop up as normal.
Maybe on the top of the starter - follow the + battery cable it will connect to the starter relay (solenoid)
