Buy one of those cheap draft stoppers that slip under your door or roll up a towel and put it at the base of the door. Another alternative is to install weather stripping on the door.

Where in the ceiling would you install a heat lamp?

The heat lamp would be installed where it is needed. The only place the lamp is not permitted to be placed is over a doors swing radius. This is in the electrical code to prevent a door that is left opened and in a position directly under the lamp. The heat from the lamp has the ability to raise the temperature of the door to its combustion point and set it alight.

Should you install a heating device in the ceiling or near the door?

Is this an either/or question, or a "Should I do this or not" question? What would make the most sense would be to install your heat source as close to the floor and as far from the door as possible. Since the heat rises, this would provide the most efficient heating of the room while preventing the loss of heat from drafts by the doorway.

The light provides heat. The ideal heat for hatching fertilized eggs is between 99.5F and 100.5F with about a 50% humidity rate. Once the eggs have been collected then it will take about 21 days to hatch the eggs under these conditions. Varied temperatures and drafts on the eggs can slow embryo growth.

Should you put baseboard heaters on an outside wall instead of an inside wall and why?

Outside wall is going to be the coldest, has the windows that let cold in. For comfort, you want the heat on the outside wall. ( To add to my fellow compatrons statement ) You should consider placing them under major window areas on outer walls with major drafts through the windows as well. Windows are one of your very largest areas to deal with in heat load calculations and should always be adressed with vigor for drafts.
