Did you check on the overhead console? There is an on/off switch that will disable the door pillar switches. It is located next to the left and right door switches and the rear hatch switch.
It is behind the front bumper, in front of the radiator.

There are two sets of switchbanks located in the front of the vehicle. The switches will vary with the options that are on your vehicle.I don't know which one you refer to as bank 1 but the instrument panel switchbank is located in the instrument panel below the comfort controls. The overhead console switchbank is located in the overhead console.
I googled "04 Dodge Ram Manual" and downloaded the service manual from one of the links, which is different than the owners manual. The service manual is 2000+ pages long....here's what is says about the overhead console removal procedure....REMOVAL OVERHEAD CONSOLE REMOVAL (1) Disconnect and isolate the negative battery cable. (2) Remove the overhead console retaining screws, located in the sunglass storage bin. (3) Using your fingertips, grasp the sides of the overhead console and pull straight down evenly to disengage the two snap clips at the front of the unit. (4) Lower the overhead console far enough to access the wire harness connectors. (5) Disconnect the EVIC, CMTC electronic module and the reading/courtesy lamps electrical connectors. (6) Remove the overhead console from the vehicle. INSTALLATION (1) Position the overhead console in the vehicle. (2) Connect the EVIC, CMTC electronic module and the reading/courtesy lamps electrical connectors. (3) Grasp the sides of the overhead console and push straight up evenly to engage the two snap clips at the rear of the unit. (4) Install the overhead console retaining screw, located in the front of console. Torque the screw to 1.2 N·m (10 in. lbs.). (5) Connect the negative battery cable. The temp sensor is located behind the bumper, below and to the left of the driver's side headlight.
Generally on the dash above the radio, or if you have a overhead console it could be there!
