sounds like either a broken recoil spring or a bad clutch
make sure to check the coil make sure youre getting spark to do that take out youre plug make sure you put coil wire on plug ground the plug pull recoil; if that's not it check to see if youre getting fuel
Yes you can put a pull start on it. Price is dependent on what type you get; the normal recoil type or the open pull rope type. The recoil type will be hard unless it is pre-assembled (and you are good with following instructions) the rope type is pretty easy.

The dog house on your recoil is broken or stuck. It's the thing that pops out and engages the shaft when you pull on it, it goes back in when you release the rope.
the spring in the pull start housing is sprung. cut pull handle off the rope, tie a knot in the rope and take the housing off. take it to a yamaha, skidoo, arctic cat shop and having re spring the sprung spring and recoil the rope
I would start with the pull cord rapped off the recoil pulley, flywheel brake if you have one jambed, oil in cylinder pull spark plug and try to pull over or it could be some thing rapped around the blade. hope this helps
use the recoil rope you know, other than that buy a repair manual for that machine. knowledge is cheap when compared to ignorance.

You'll have to take the recoil off the engine and untangle the cord possibly with a small screw driver or similar. starting at the end with the handle. It will more than likely be right at the end where you start
