I don't mean to pry, as I can't actually answer your question. I just wanted to let you know that the DMV is giving you the "run around" and not the "round around." Personally, I think each person who works at the DMV is instructed how to give the "run around." The only useful piece of advice I can give is that you should refer to the title as a "salvage" title and not a "junk" title. ----

Can I buy a car from someone who doesn't own it but has signed papper work from the owner saying they came?

No. A person who doesn't own a car cannot sell it. In order to purchase a car and then register it in your name as owner you need a Certificate of Title signed by the present owner of the car. That certificate is the document that transfers ownership to you. You must then turn it in to the state department of motor vehicles to register the car in your name. The DMV will then issue a new Certificate of Title in your name. Without a Certificate of Title you are not the legal owner.No. A person who doesn't own a car cannot sell it. Can a cosigner register a car?

A "co-SIGNER" generally relates ONLY to the loan papers. Being a co-signer on the loan does not signify any ownership of the vehicle. If you are on the title of the car as the co-OWNER, THEN either you or the other co-owner should be able to register the car.
