Remove the front grill (4 star screws on the 1994 Grand Voyager I have). You can then reach in at the center front of the hood and push the primary latch toward the driver's side. If you can't push it hard enough with your finger, you may need a screwdriver or similar tool. Once that releases, open as normal.
