Look for a small pin hole under the steering column, under the ignition switch. If there is one there, insert a paperclip end and push in. I took one out a long time ago but can't remember what year. You may have to insert the end of the paperclip once or several times to get it out, I can't recall how many times.
you have to replace the whole steering column
If this has the locking tilt wheel it is better to find a salvage yard and get the entire steering assembly . Can get for around $100. Parts and time for replacing the Ignition assembly if you can do it at all will not be worth the effort.
The entire ignition switch assembly will unholy from the steering column. The key is required to remove the cylinder from the switch.
Replace just the steering lock unit. The tumblers are old, and they need to be replaces. After replacing the lock, go to a locksmith, and have him re-key the doors to match your new ignition lock.

The buzzer that lets you know the key is in the ignition in a 1989 Chevy Blazer is in the steering column. To access it you would need to remove the steering wheel with a special tool, or remove the ignition assembly. The key makes contact with a tab that activates the buzzer.
If the lock cylinder is faulty, the entire steering column lock assembly will have to be replaced. reference " Haynes Repair Manual"

EJ48315: 1. Remove the four screws out of the back of the steering wheel and pull off the front cover / airbag assembly. 2. After removing the nut / washer / sleeve use a steering wheel puller to remove the hub. 3. Remove the turn signal assembly, should be 2 screws this will expose the ignition. 4. Remove the screw that goes through the backside of the ignition and the ignition should come right out.
This is fairly easy....remove the plastic covering around the steering column. This is accomplished by removing the two screws on the bottom, near the steering wheel. The ignition switch is on the right side, opposite the lock cylendar. The ignition switch is held in with one security screw. It is a T10 security torx. You will need to make sure the ignition switch is in the same position as the lock cylendar for correct re-assembly. The rest of re-assembly is, of corse, in reverse order.
get a standard paper clip and straighten one fold so you have a handle and a small length of wire. disconnect the positive battery terminal, turn the ignition to the "on position", on the underside of the ignition switch there is a small pin. use the paperclip to push this up into the steering column and gently wiggle and pull the ignition assembly away from the steering coulmn. good luck
