First remove the sediment bowl from the bottom with a 10 mm wrench. Then work the screen and o-ring out with a small screwdriver. Under the screen you'll find one large Phillips screw holding the petcock to the tank.

Its quite simple really. All you need to do is take the fuel lines off, and unscrew the bowl. From the bottom then there should be two screws visible, undo those and you should be able to pull it right down.
Get a solid container for the gas you want to drain. Loosen and remove the fuel line for them petcock below the gas tank. Open the petcock and let the fuel run into the container. If you want to remove the fuel from the carburetor, then you have to remove it and open the bottom half of it.
The fuel strainer is found inside of the fuel tank on top of the petcock. Loosen the 30mm petcock retaining nut. remove the petcock. The plastic screen tube must be pulled out of the tank. Clean or replace as necessary.

It is under the gas tank, to reach it you must remove the 2 screws in the front of the gas tank. *Edit to original poster's answer; You also have to remove the seat, and take out the bolt at the back end of the fuel tank. Before lifting the tank off, turn the petcock off, and remove the fuel line from the base of the petcock. The air filter is right there. You can use canned air to blow it clean if it isn't too dirty. If it is really filthy, it is best to replace it outright. Hope this helps.
