First check the battery, then check the starter solenoid by taking a peice of wire and touching the 12v pos. battery cable to the top of the starter where it goes in. It says in the manual to take it to a dealer because you have to take the starter apart to get to the solenoid... But i think it is the solenoid.... i had the same problem with my 1998 sportster XL 1200s. I took mine to a dealer.

Remove the Seat.
Remove the starter. the solenoid is mounted on the starter.
you need to remove the left primary case and remove the gear from the end of the starter shaft. then you can remove the mounting bolts and the starter will slide out.
On my 06 I just removed the two nuts & bolts on each side & slid it out.
good instructions in the manual. I just removed mine to have it welded.

There's probably no problem with the starter. The solenoid sounds like the problem. It is the little round thing with the wires hooked to it forward of the starter on your model. Don't forget to disconnect the battery before removing it and remember which posts the wires are on.

Take the rotor and the clutch basket off at the same time
disconnect the battery, pull the primary cover and remove the jack shaft, You will need a 1/4 Allen socket to get to the starter bolts. remove battery pos cable from starter and remove
Next to your battery you will see a triangle shaped cover with 3 screws in it, remove that to access wiring, fuses, etc.
