This would be a lot easier if I knew what car you have, but in the absence of that information I will say that most late model vehicles have the blub mounted in a plastic receptacle that plugs into the lamp housing, hold the back of it press it firmly and twist it clockwise it should pop right out. Some cars have carpeting or plastic panels covering the lamp housing that you will have to remove to gain access.
The brake light bald can be accessed through the trunk of the car. Remove the rear tail light cover to access the brake light bulb.

Remove screws on either end of light housing. Remove brake light. Remove bulb. Using a cloth, place new bulb in socket. Replace brake light. Attach screws. bulb cost approx. $2.00 for a two pack of bulbs, beats having the dealer do it and charge you an arm and a leg :)
In order to change the brake light, check your manual for directions. You will need to remove the cover and replace the burnt out bulb.
If you can't get to the back of the light through the trunk, you have to remove the light to change the bulb from the rear.

Open the truck and remove the two fasteners (left or right side) that secure the bungee net. This will allow the carpet liner to be pulled forward to access the brake/running light bulb. Twist the bulb socket to remove the bulb.
