I have a 1999 cr-v. With the distributor cap off you must slightly give the key a turn in the ignition (not trying to start it) just to turn the rotor a little. When the teeth on the rotor face the front end of the car you should be able to see a phillip's head screw on the back side that screws directly into the distributor shaft. Unscrew this and the rotor should slide right off. Be careful not to strip the screw, because you might end up having to take off the entire distributor housing to drill it out.

The most common cause of multiple misfires on the B20 / P75 engine used in the 1999 CRV is valve recession. this is a well documented problem on these engines. It is in the distributor housing. You will have remove the distributor cap held on by 3 phillips screws. You can take off the distributor wires but it probably is not necessary. If you do be sure to mark where they go before you reconnect them. You can remove the air filter cap to give you a little more room to work. Next you will have to remove the side screw that holds the distributor coil in. Disconnect all the wires to the coil then pull it out. The TDC sensor should be inside the distributor housing and will have some wires leading to a harness attached to it.

Not enough information: If it won't turn over: it could be corroded battery terminals - a dead battery - a bad starter - a bad ignition switch. If it will turn over but won't start: out of gas - bad fuel pump - clogged fuel filter - clogged fuel injectors. OR - distributor cracked - rotor needs replacing - bad plug wires - spark plugs need replacement. OR - a combination of any of these problems together.
The CKP looks like a small gear with long teeth located inside the distributor housing. If the CKP fails, unfortunately you must replace the entire distributor housing.
Synthetic 5W30 preferred.
