Pleas explain "nonwood" -That does make a difference. Many methods of removing paint damages certain surfaces, so knowing what the surface IS can be important.

If I was going to repaint this, then I'd remove both the latex and the old oil base with a chemical stripper. Then re-prime it and paint.
Yes, you can use acrylic paint on wooden doors. If there is any peeling paint on the door, you can remove it with sandpaper or a scraper. Also be sure to use exterior acrylic paint if you are painting an exterior door.

Baby oil will remove oil and latex paint from skin. It will not remove paint from most rigid substrates though.
If it is vinyl tile and it's latex paint, rubbing alcohol will remove it. If it is a ceramic or porcelain tile, you can carefully scrape it off or if it is also latex paint, the same thing,,,alcohol will remove it.
I wouldn't recommend it. Some of the chemicals in the alkyd will dissolve the latex and the alkyd won't "stick". It's best to remove the latex using laquer thinner or xylene first.
