Use a pneumatic die grinder to grind two flat spots, parallel to each other on the shoulder of the threaded stud sticking out of the arm rest. Grind down enough on both sides and use a 7/16 open end wrench on it. Make sure the threads are clean on both surfaces and then thread the stud into the seat back armrest bracket. You can pull back the upholstery on the seat back far enough to expose the mount bracket so you can see what you are doing. You have to hold the armrest up and there will be a lot of tension as the stud turns in the armrest housing. Just make sure your not cross threaded and you will be fine. After the thread was in about 2/3 of the way; use a thinner wrench because the clearance between the armrest and the seat back bracket gets to tight for a standard wrench. Snug it down and make sure the arm rest moves up and down freely and your done.

I have a 2000 Contour and there was a 19mm stud between the armrest and seat. It is hard to see and get the wrench on.
To remove a water pump from a 1998 Ford Windstar 3.0, you will need a tool called a tensioner. Disconnect the radiator and water hoses, then remove the water pump assembly.

Use a 3/8" nutdriver, or 1/4" drive ratchet with short extension and 3/8" socket. There are 3 each hex head fasteners spaced across the bottom of the armrest. Takes about 2 minute to remove them and the armrest.
I don't know if this will work but its worth a try. Rotate the armrest up and down to locate the pivot point of the armrest. After locating the pivot point try pushing the armrest toward the seat very firmly. While pushing inward try rotating the armrest past the up or down stop. If you can get past that stop a little further rotation should bring it to a point where the arm rest will release and be able to be pulled away from the seat. Good luck. This method has worked on other seats but I don't know if it will work on a Windstar seat.
Under the center console. Remove 2 screws under cup holders, 1 screw under 1/2 inch plug behind armrest, remove cover behind and underneath armrest (pry off) to get to 2 screws holding armrest on and remove it.
