I think you're asking about the shroud around the steering wheel. If so, take a look underneath the bottom piece. I think you'll find two Torx screws that hold it all together.
You'll need a pretty long Torx, as the screws are countersunk. I also suggest a Torx with a T handle. It will make life easier.
While you're inside that shroud, if you plan to replace the turn signal or wiper switches, take note of where the electrical connectors are located and how the cabling is routed. If you get them misplaced, things won't go together correctly and/or you'll have a rattle. I know this from bitter experience!
