Most have 4 or 6 barbed tabs - when the plate is pushed in, it is held in by the barbs which catch behind the dash. To remove that type of blanking plate, you can carefully pull at the plate to find the tabs and then insert a thin piece of metal over each tab to depress the barbs. It is usually a lot longer, but a better job is done if you access the back of the plate/dash and depress the tabs with your fingers and just press the plate out.

The fitting the screw sits in will then lift out. Pry up the driver's kick panel starting from the lower door edge. There will be three connectors visible, brown, blue and black. Unplug all three. Follow the wiring harness up toward the door hinge area. There is a plastic filler panel on the kick panel body side that is held in loosely by clips. The wiring harness threads through the hole the filler panel covers. Remove the panel. Once you've done that you can remove the body side rubber boot and gently thread the wiring harness out of the kick panel area.
On my 1991 Grand Cherokee the TPS is a black plastic plug on the back of the throttle body. It is the one the plug goes straight into from the firewall side. The Air Idle Control valve is mounted on the valve cover side of the throttle body with a small plug the plugs in from the driver side. The screws on both are T-20 torx on mine. The TPS screws were installed with green locktite so I had to destroy the sensor to remove them. I replaced them with hex head bolts and lock washers so I wont destroy any more of my torx bits trying to remove them. I didnt use any locktite either. Tip: Remove the entire throttle body to work on TPS and Air Idle valves. It is much easier and a replacement gasket for the throttle body was only $1.99 at Auto Zone.
