Most cars have a switch to disable the cruise control. To permanently disable the cruise, remove the fuse for the circuit.
Remove the battery and the cruise control actuator. The starter has two bolts holding it in. Remove the bolts and wiring, then install the new starter. Re-install the cruise control and battery.

under the dash, look up on the left (driver's side) of the steering column. It will have a brown connector plugged into it. If you have cruise control, the cruise control box is covering it up. Remove the bolts (10mm socket) in the cruise control box and you will expose the "PGM-FI Relay". You will need a 10mm deep socket to remove the nut holding the relay in place.
Center the steering wheel with the wheels straight ahead. Remove the steering column trim, remove the ignition lock cylinder, remove the streering wheel. The clockspring is located under the streering wheel, and includes the ignition key-in warning pigtail. You will have to follow the wiring to the base of the column and unplug the connectors. Instalation is in the reverse order as disassembly.
Remove the cruise control and unplug the pump. Simply disconnect the two plugs and pull the pump out of the fluid resevoir. Connect the hoses to the new pump, plug in the electrical connectors and plug the pump back into the resevoir. Make sure to hook the cruise control back up. All the controls on the steering wheel are ran through the cruise control. By not plugging the cruise back up, you will not have a horn, radio controls, etc... Remove the cruise control and unplug the pump. Simply disconnect the two plugs and pull the pump out of the fluid resevoir. Connect the hoses to the new pump, plug in the electrical connectors and plug the pump back into the resevoir. Make sure to hook the cruise control back up. All the controls on the steering wheel are ran through the cruise control. By not plugging the cruise back up, you will not have a horn, radio controls, etc...

you first have to remove the upper and lower plastic covers from the steering column.then you can remove the control stalk as a unit .it contains the headlight switchand cruise control switch in one unit . just remove the screws and disconnect the electrical connector . this piece is just over 100 dollars at the dealer or 60-65 dollars at the parts store. you
