With great difficulty! Purchase a shop manual for that vehicle. It will be worth the investment. The dash should be in 2 or 3 pieces, the first piece that should be removed is where the radio section is...that part should be able to be "popped" out by prying carefully starting from the bottom, and working your way around to the top. The other section where the dash lights are located should pop out also AFTER removing the screws underneath the dashboard

In our 96 Blazer S10, it was behind the radio. We had to remove the radio to get to it.
don't have a 1996 blazer but i do have a 2000 silvarado maybe they are the same. mine has 3, under the hood, under the dash and drivers side of dash (hidden by door when shut) some GM vehicles have them in the glove box.
the temperature control actuator is on top of the heater box under the dash. you have to remove the dash to get at it. a repair manuual will show what screws to remove

The 1996 Chevrolet blazer gas filter is in the fuel tank. Drain the fuel from the tank. Remove the gas filter retaining bolts. The gas filter will come out.
I would suggest purchasing a shop manual for that vehicle to do that job.
Remove the starter and remove the protector places behind the started
