Buy a split boot from the parts store- that way you won't have to remove the shaft.
As long as you have the half shaft out, why not replace it since there is probably some damage to it from having a damaged boot?

There are two types of tie rods on a 2000 Dodge neon. The outer-tie rod connect to the inner-tie rods which mount to the steering rack. The outer units are threaded on to the inner- tie rods. Remove them by spinning it counter clockwise. Take a special tie rod socket to remove the inner-tie rod. Replace the units.

go to 99intrigue.shutterfly.com/compressor. Get clutch remover and installer. Get feeler gauge. Remove serpentine belt with 1/2" breaker bar. Measure air gap in clutch. Remove shaft nut. Remove clutch with remover. Remove outer snap ring. Remove pulley with pry bars or remover. Remove clutch coil with pry bars or remover. Replace new coil and pulley. Replace snap ring. Replace clutch, maintaining air gap. Reinstall nut. Reinstall belt.
Remove the OUTER door skin to get to the window hardware. Lift the outer handle, press out the two retaining pins then, with the door open, remove the screws that are around the edge. You will find some of them by examining the bottom inside of the door. After the screws and outer door handle are removed, the door skin just lifts off and you can get to all of the window hardware.

It's actually very easy. Remove tires and loosen inner tie rods from outer tie rods completely keeping track of number of turns. Then remove cotter pin and nut from outer tie rod and remove. Unthread inner tie rod from steering assembly. They rent a tool at O'reily's which makes this much easier. Repeat these steps in reverse order to re-assemble. Immediatly get alignment performed.
