I own a 2001 Grand Am, but I'm betting this will be the same. There is a black plastic cover that surrounds the stereo, hazard switches, heat controls and ignition switch (this should be a different colour than the dash itself, usually). With a very small, thin flat screwdriver, and VERY CAREFULLY, pry behind this cover, starting on the top, passenger side (there will be a circular cover that comes off as well that goes around the ignition switch). With this cover off, reach behind and unplug the hazard switch. Now you can get the switch off without doing anything else. If you try to squeeze the sides of the switch together, and then push the switch out towards you. If this proves to be awkward, there will be three screws (I believe they were a 9/32" socket if I remember correctly) that hold the hazard switch and ets switch to that panel. Remove these three screws and the hazard switch will be easier to reach. However, its still tough! Good luck, and try not to break the plastic snaps like I always do! Hah!

If your hazard lights don't work but your turn signals do work it could be that your Hazard Lamp Flasher needs to be replaced. Your car has both a "hazard lamp flasher" and a "turn signal lamp flasher". Your "turn signal lamp flasher" is working but your "Hazard Lamp Flasher" may not be working. Buy a new "hazard lamp flasher" and install it. The hazard lamp flasher is located behind the instrument panel to the left of the steering column.

The hazard lights flasher is located directly behind the fusebox. The blinker flasher is located toward the center of the dash. You must take off the lower plastic piece right above the pedals, then the smaller piece around the steering column.
