Begin by removing the three screws on the back of the steering wheel. Remove the front of the steering wheel cover, disconnect or clip the horn wires. remove the shaft bolt. use a puller to remove the steering wheel (available at auto parts stores or make one using angle iron drilled and tapped) compress spring loaded plate (tool required Best to make one out of flat iron bent in U shape drilled in the center with threaded stock brazed to a nut that will thread on to the shaft) remove the retaining ring being very careful not to damage it. remove plate and bearing pre-load spring. remove the turn signal switch, if you can pull it over the shaft without disconnecting the wiring harness do so if not, the harness clip is on the side of the column under dash. use a small screwdriver to press in on the detent allowing you to pull the key switch out.
With no key you will have to drill out the existing tumbler assembly from the switch in order to unscrew the ignition switch bezel.
You would have to drill out the center of the lock or have a locksmith pick the lock.

Remove the steering wheel and lock plate then the turn signal switch and key reminder contacts, then a screw that runs right against the lock cylinder and pull it out. You need a puller for the steeering wheel and a spring compressor fot the lock plate available to rent at most parts stores,
Reach under the dash at the switch. There is a small button on the side of the switch, push it in and remove the light switch knob. The switch is fastened to the dash by the round nut with a slot on each side of it.
Something is keeping power to the ignition coil. You need a wiring schematic and trace the wiring.
Had the same thing happen on a '73 SB. It turned out (after much cussing) to be the ignition switch. Try replacing the switch with an OEM and "see" what happens!

The ignition switch is located on the steering column just above the brake pedal. it has 2 screws holding it in place. You will need to take the entire steering colum off. Pull the wiring harness out.. it's a real pain. I own a 1970 SS 396 cowl induction, factory air, everything stock. It's an orignal. == == Your car has a Rack and rod setup. When the key is turned it pushes the rod down the steering column and slides the ignition switch into the position you want. To replace it you need to remove it from the bottom of the steering column. There should be either two screws or a clamp.
