Pry on the idlers (smooth pulleys) with a pry bar. They are spring loaded.
The PCV valve on a 1995 Buick Park Avenue is located on the top of the valve cover. Twist the valve and pull to remove and replace it.
Loosen the tension on the 95 Buick Park Ave belt by moving the belt tensioner to one side. Using a socket and ratchet on the tensioner pulley, pull to the side an remove the belt. Install the new belt an release the tensioner to hold the belt into place.

Inside the engine, remove the base pan and you will see it.
Use a socket and ratchet on the bolt that holds the 95 Park Ave serpentine pulley. Pull the ratchet to the side and the pulley will swivel, loosening tension on the belt. Remove the belt, install the new belt in the same manner.
Remove serpentine belt, alternator, and power steering pump. Remove 4 water pump pulley bolts. Remove water pump housing bolts. Remove water pump.
Depends on the engine the Park Avenue had in it.

You cannot remove what it does not have. Your Buick does not have a governor. Speed is controlled by the ECU.
