On steering column directly below steering wheel. Behind a plastic cover.
Unplug the wiring harness from the steering column. Remove the cover plate under the column. Remove shift linkage. Remove two bolts under the dash that hold the column up. Remove the two nuts that connect the column to the steering knuckle. Slide it out.

Removal and Installation Remove the instrument cluster finish panel. Remove the lower steering column cover. Remove the lower steering column cover retaining bolts. Position the parking brake release aside and remove the lower steering column cover. Remove the retaining bolts and remove the lower steering column reinforcement. Position the transmission range indicator cable out of the way. Disconnect the cable.Remove the retaining screw and position the cable aside. Remove the instrument cluster screws and position the instrument cluster aside. Disconnect the electrical connecters and remove the instrument cluster. To install, reverse the removal procedure.
remove the steering column cover (few screws on underside, then pop appart) unmount the bracket from arround the steering column, the ignition simply unplugs on the back.
there should be some kind of screws, sometimes they are Phillips or star shaped. just take those out and the steering column cover should come right off.

Inside the steering column. You must remove a cover from the under side of the column and the relay is inside.
The plastic cover around your 1996 Oldsmobile Are Aurora steering column is held in place with retaining clips. Pry outward on each retaining clip and the plastic cover will come off.
I'll assume you are referring to the section below the steering column. A section of the dash?? If so, it just pulls straight out. It is held on with clips.
