More than likely, the "locking washer" is a retaining ring made of spring steel. Retaining rings have a split where they may be accessed to expand it enough to fit over the shaft and then be slid off the shaft. Some retainig rings have a tab that protrudes above the ring groove and can be accessed with needle-nosed pliers and opened using a twisting motion and then removed by sliding off the shaft.

It should be under the tank that holds the washer fluid. remove the bolts that holds it on and turn it over, unhook the wires and it should just pull out. Replace it with the new one and put it back together.
with the two bolts removed you will have to pull on the light there is a locking tab in about the middle of the side of the light that holds it in.
If you are asking about the small circlip that holds the locking plate down, it goes on top of the locking plate. There should be a spring on top of the turn signal cam then the locking plate goes on top of that. A special locking plate depressor is required to hold the locking plate down, then the circlip holds the locking plate in place when the depressor tool is removed. The battery is under the washer fluid container. You must remove this and then the small cross member to get to the nut which holds the battery. It is easier to remove the left front fender liner and access the battery there.
