Assuming that you mean "wiper blade" (blade and frame) which are replaced often rather than "wiper arm" (piece from the spindle at the hood to the wiper blade) which are rarely ever replaced. Also, this question can't be answered exactly without the model of the vehicle. That said, most Oldsmobiles that year have either standard hook end arms or side lock arms. remove the caps at the end of the wiper arms. Unscrew the nut holding down the arm and it should come off.
remove the cowl & wiper arms (mark location of arms on the windshield). disconnect the battery, Disconnect wire connector at wiper motor & remove the 4 mounting bolts then remove the linkage from motor.

It is under the cowl at the base of the windshield. You will have to remove the wiper arms and the cowl cover to access.

With older vehicles you may have to use some WD-40 to loosen corrosion first. Be sure to not bend the wiper arms but you may have to use some torque in the right direction. Soak it good if its corroded. The 1975-1984 Oldsmobile Cutlass has "3/16" side lock" wiper arm attachments and the 1997-1999 Oldsmobile Cutlass has the most common hook-end wiper arms.
