You can bring it into a shop or do it yourself easily. In this case ill tell you how to do the rear left "Drivers rear" remove the tire, now using a hammer hit the brown drum the surface you see. But do-not hit the studs. Now using something to pry "There should be a crease behind the rotter "Drum" just be careful you don't bend the dust shield. If still wont come off hit it a little harder as you pry. Now once its off you will need to clean the inside out to fine part number located half inch from the outside lip " side witch you were prying from" now were it gets harder. There should be springs unhook them now pull the pin out "If you see one there some Toyota's don't have one the break pad should pi vet out" now once out there should be a part number you need to buy that too. Now before you install new parts you need to buy "Break cleaner" soak everything down "Except the beak pads or router "Drum" you should see it cleaning the rust off the surface whip it down with a rag "Or cloth" spray it once again and clean it thurowly1 now once done you will need a pare of c clamp's now locate the break piston take the c clamp and clamp the piston you will see that the piston moves keep on tightening it until flush with wall now you can take it off and insert your new break pads and reinstall everything as you took them off. Once done do not apply presher on the break!!!! Do opposite side rear the same as what you just did. Then you may after its all back together check for break presher if low then you will need to blead your lines thus you will need to bring to a shop. Good luck : )

The 1996 Toyota Tercel brake cable runs from the emergency brake lever to the rear wheel. The emergency brake is on the passenger side rear wheel.
The recommended tire pressure for the front and rear tires on a 1996 Tercel are 32 psi. In metric units it is 221 KPa.
the torque for the cam shaft are 9lbs/foot
It should be posted on a sticker on the driver's doorframe.

It could be dirty fuel injectors.
