You can replace it with a new one. However, it could also be the relay. I purchased them at Advance auto parts.

It's one of two switches located on the Break Pedal. One controls the Brake Lights and the other controls the Speed Control. Hope this helps

If it's your truck to do this with, and you're in a country where the law does not dictate what speed vehicles of that class must be governed at, you go to a certified Scania repair shop, and have the ECM controls reprogrammed.

I also have a 1997 Mazda 626 with heater blower problems. According to the Chilton's that I have there is no "relay" in the circuit. The speed control is incorporated in the switch up in the heater control cluster and it goes directly to the motor which is hidden behind the glove box. There doesn't seem to be any "repairable" parts so the only way to repair it is to replace either the motor or the speed controller switch assembly (which ever is bad). Unlike many other blower controls there doesn't seem to be a resistor in the circuit... I suspect that the speed is controlled by a Mos-FET transistor incorporated in the switch. Good Luck
