The fuse should be under the "wheel" inside, beside the brake petal. There should be a fuse box there.
If the fuse is not blown, the Metro has a mechanism inside the steering wheel that often goes bad. It's a wire wrapped around on itself that winds and unwinds as you turn the wheel, rather than a slip ring. This mechanism often fails with age, and must be replaced- it can't be repaired. To work on it puts you in the immediate vicinity of the air bag, which means you probably don't want to do it yourself if you are not an experienced mechanic/electrician. Think: "boom"!
I have seen people cut the horn wire under the dash near the fuse box, and wire in a momentary contact switch to ground, completing the horn circuit. This is not a good idea; in an emergency, you will likely reflexively pound on the horn buttons on the wheel, which you have just disconnected. If someone else is driving the car, this is even more likely.
Bottom line- if the fuse is not the problem, a decent shade tree mechanic can replace the faulty part. Otherwise, it's time to go to a auto electrical shop.

If your Geo is like mine (a 1997 Metro) there is no fuse for the horn. There is a relay located on the top of the fuse box, it is the second one back from the firewall. To locate it put your hand above the fuse box, push the horn button and you will hear and feel a clicking sound. If you hear and feel the click the relay needs to be replaced. They simply unplug like a fuse.
