Not knowing which mirror on what vehicle, many glass shops can replace the mirror if that is all that is broken.
If you heat the mirror with a propane torch, you should be able to soften the glue and pick the mirror glass off. Get a replacement glass and silicone it on, using masking tape to hold it for 24 hrs. -- remove door panel, remove bolts to the mirror, (unclip wiring if a power mirror) replace.
If you go to www.automirrorglassonly.com it will tell you how to replace the mirror glass for the outside mirror. You can buy one there too. The outside mirror is just glued on , some parts stores sell replacement glass and you can glue the new one on

if the frame of the mirror is still there, then buy a mirror that sticks on and cover the broken mirror. buy this at auto store or bigger retail stores.
If the mirror housing is ok, A glass shop can sell you a replacement mirror with double sided tape to replace the broken one. It even says "objects in mirror are closer than they appear"
you probaly can't do it yourself so take it to a shop that can and if they have something to replace it with.
