First, notice the general location where the intake manifold is (on the back side of the engine-if you are standing in front of the car).
Second, notice the black (plastic) molding that sits directly above the intake manifold (this houses the air filter).
Third, remove the 7 screws that hold down the black (plastic) molding to expose your old and probably dirty air filter (these can be removed with a Phillips head screwdriver, or I believe an 8mm socket).
Fourth, replace your dirty air filter with a nice new one (preferrably an oem Honda filter, or if you want to go fast a K/N Filter...psh =P)
Lastly, replace the black (plastic) molding and secure the 7 screws (not incredible hulk tight, just alittle past snug)

A 2004 Honda Civic fuel filter should be changed when the car begins to have fuel issues. A clogged fuel filter will lead to intermediate ignition problems and driving issues.
you do not need to change the fuel filter on it. It is a lifetime filter in the gas tank and never needs to be changed. I spoke to the Honda dealership about it a few months ago when I wanted to change mine and i couldn't find it.
