Because the bolts that were used were crap. If you replace all of the holding bolts you shoudnt have a problem.
disconnect the positive lead from the battery with everything off. Then touch it gently to the battery post , if you see a spark there is something drawing current

It should be in the main fuse block under the hood on the 91 Geo storm its located on the drivers side under the hood above the wheel well. Its the number 3 fuse.
