The turn signals are controlled through the hazard warning switch. I have an 01 Alero and had the same problem. I had to replace the hazard warning switch. The dealer wanted like $90 for the switch, or you can try a salvage yard, which I did and payed $10. Hope this hepls.
On my 2001 it is part of the Hazard switch. You have to replace the entire switch on a 2001.
On my 2000 Grand AM SE the switch is in the dash above the radio (behind the hazard indicator button). You can remove the plate covering this part of the dash by prying around the edges.

I'm guessing the hazard switch wont turn off. I had the same problem in my 2000 S40. You'll have to take off the the climate control dash panel (with the three dials for heating/a/c controls), and unscrew the the top panel with the air ducts (this is the panel with the hazard switch on it). It will take some work to pry this panel out - and the ducts should come with it. Once it's out, locate the wire harness at the back of the hazard switch and unclip/remove the harness. Now you should be able to just slide the switch out of the back of the duct panel.Remove and replace, then reverse this process for install.

Try replacing the hazard lights switch. 40 bucks at dealership for the part, require no tools to replace.
check fuses first... but chances are the flasher, which IS the hazard switch, is faulty... simple to replace ... just remove the left and right fuse box covers and the main dash panel.... replace switch and reinstall panels... be careful of the high beam switch because it seems to get in the way

remove the trim around switch, remove screws that hold switch in, pull switch out, remove wire connector.
