I just completed this operation on my Expedition. First, remove the 2 screws from the top of the rear light cover. At this point, the cover must be "popped" off. Grasp the cover on the side facing towards the other side of the truck. You will have to apply more pressure pulling than you may be comfortable with, but it will pop off. Once off the Turn Signal bulb is the upper one and the brake light is the lower bulb. Remove and replace. Good luck!

May sure the housing is good and not Corroded. If it is Corroded you may need to replace it.
